Every other piece of aquarium equipment fails by stopping. A heater can fail by staying on, and a stuck-on heater will cook a tank of fish in a day. That is why the interesting question is not which heater warms water — they all do — but which one fails safely and lets you check that it is telling the truth.

Sizing, and why two heaters beat one
The usual guidance is 3 to 5 watts per gallon, and where you land in that range depends on the gap between room temperature and tank temperature. A tank in a heated living room needs less; a tank in a cold hallway or a garage needs more.
Undersizing is the common error. A heater that cannot keep up runs continuously, which wears the thermostat out far faster and still leaves the tank cool.
Oversizing has its own risk, and it is the more serious one. A heater that fails in the on position keeps heating, and a 300W heater in a 20-gallon tank can raise the temperature lethally within hours. A 50W heater in the same tank cannot do nearly as much damage before you notice.
Which is the argument for two smaller heaters rather than one large one on any tank big enough to take them. If one fails on, the other is not adding to it and the tank warms slowly. If one fails off, the other holds the tank somewhere survivable until you notice.
It costs a little more and it removes the single point of failure.
The dial is not the temperature
Heater dials are approximate. They are printed on a plastic collar, they drift, and a dial reading 78°F can be holding 74 or 82.
So the rule every experienced fishkeeper follows: the dial sets the heater, a separate thermometer tells you the truth. A cheap glass or digital thermometer at the opposite end of the tank from the heater costs almost nothing and is the only reading worth acting on.

Watch the indicator light. A heater whose light never goes off is undersized or failing. One that never comes on is dead or set too low.

A hot glass heater exposed to air during a water change, then hit with cool water when you refill, cracks from thermal shock — and a cracked heater in a full tank means mains electricity in the water. Unplug it, leave it fifteen minutes to cool before the level drops past it, and let it come back to temperature before plugging in again. This is the single most common way heaters die.
Failure, and how to notice before the fish do
Heaters fail in two directions and they need different responses.
Failed off is the survivable one. The tank drifts down to room temperature over a day or two. Tropical fish are stressed by it but usually recover, and a cold tank is a slow problem.
Failed on is the emergency. A stuck thermostat keeps heating with nothing to stop it, and temperature climbs until the water cannot hold enough oxygen. Fish gasp at the surface first. If you find this, unplug the heater and float bags of ice water rather than dumping cold water in, because a fast drop is its own shock.
Prevention is mostly habits. A thermometer at the far end of the tank, glanced at daily. Two smaller heaters instead of one big one. And replacing heaters every few years rather than running them to failure — they are cheap and a tank of fish is not.
A controller is the belt-and-braces answer: an external thermostat that cuts mains power to the heater regardless of what the heater's own thermostat thinks it is doing.
